I am Back with a new solution which is working almost in every states. So On high demands of blog readers, I m posting this tutorial openly on my blog this time. 
Now enjoy BSNL Blackberry Trick again. 
I have found this solution from somewhere else earlier but was not able to post till now. 
Many of the users were using bsnl bbm trick till now and resulted in the blockage of this trick.

Read all the steps carefully- 
 
Step 1- Connect with bsnlnet/bsnllive/bsnlmms  any apn. 
 
Step 2- Disconnect and immediately connect again with that blackberry.net  apn. 
 
Step 3- Once it connects with blackberry.net  apn, open whatever VPN  tcp or UDP vpn you were using. it may connect. [You can use it direct by using DNS setting in your computer/mobile] 
 
Step 4- If it does not connect, disconnect and again try from the
 step 1.after some tries your vpn will find an open port 
and connect itself.

Some Notes-- 
1. You can use older versions of mobile partner as it allows quicker shift from one apn to another. 
2. You can try this trick by replacing bsnlnet with other apns like stream apns,mms,etc.
